Oh, yes. It's a known problem, and iirc they thought they fixed it, but didn't.

Some people report getting it after replaying the entire mission chain, and sometimes not.

on the murex, the trick is to ignore all but the symbilysts while you check the entire murex, as once you kill 20 sentients they stop spawning.

Yeah...I'm not gonna argue about this. Normal Hek has always been a good weapon in the early and even mid game, but later on it did fall off depending on what time era you are referring to. It obviously depends on the time era and definition of "viable."
