I wouldn't go that far. Rivens are basically a nice bonus for weapons that you like.

Like while they're not a huge upgrade compared to the likes of Incarnons, they're still upgrades over a setup that doesn't have rivens. Think of them as a nice bonus for weapons you particularly like

All my rivens are for niche unpopular weapons that I love using
