They haven't forgotten, I think what happened is Archwing & RJ are so not well received they just decided to leave that content mostly alone minus few exception (Primed archguns mods/confrontation being in space) in case they decide to once again, rework the content or try to tweak whatever people hate about it.

The priority of modular archwing is just VERY low on the priority list because most people don't like space content.

The fact they'll get better mods and Arcanes more than makes up for lacking the Incarnon bonuses. Some of them had to actually get nerfed due to it, but I think a couple were even buffed

you can start off without arcanes, biggest hurdle is going to be either doing damage or surviving in general imo. damage is fairly easy to fix with doing arbitrations and getting the galvanized mods, they help out a ton, survivability just comes down to modding and frames I’d say at least at first
