It turns out the same anyway. See with the Evo 4 'High Ground', the weapon's base critical chance is increased by its current status chance which means crit multiplies what it becomes when calculated after status.

at 99% status and with the setup I've got it's running 150% critical chance

The catch is that the cooldown starts when you cast the ability, so if you keep it up for long enough then you can immediately recast it.
