There are very few occasions where you need to reach a threshold, say like 200% Ability Strength for Hildryn's Pillage to fully armor strip. In that case, then maybe yes, the last mod rank might make a difference
but in 99% of case, not maxxing a mod isn't that big of a deal

I think the better way to explain the power strength debate is, theirs stat breakpoints, some builds want to hit a specific number for range strength duration etc and by hitting breakpoints you have the freedom to target other stats. Team's Wisp buffs for 75% Fire Rate- > 230% Total Fire Rate
But let's say the Wisp doesn't actually have 250% Ability Strength but she has 230%, the mote would give 70% Fire Rate instead
The difference between 230% and 225% Fire Rate is -2.2% (% of the whole 230%)
You won't notice a decrease in DPS of 2.2%

The point is the cost of taking a mod from 9 to 10 for a roughly 2-4% increase versus ranking up like x other mods is minuscule. When a new player struggles with endo and mods it’s because they maxed out one mod instead of fitting 3-5 mods that are ranked up to rank 5 or even 7.
