tbh, umbral intensify + augur secrets is usually enough, so you can have room for rolling guard for anti status or Primed Flow for max EN, but tbh I run full umbral (besides being funny) just to demonstrate 2 points:
You don't need an overly optimized build for levelcap as long as you have some level of what you are doing.
Copying people doesn't get anywhere because borrowing someone's strength doesn't make it yours.

AI continuously learns through actions and memory. to give AI an explanation, it is a computer that learns.
NPC AI is slightly different as it doesnt learn, it goes from where it spawns to its target. whether that be a player to attack, or a destination like an npc in a town/city to add the ambiance of life rather than it seeming like a dead husk.
