I'm not sure what you are talking about but you mentioned egg laying worker bees :D
That happens when the queen is too weak to produce an inhibitory pheromone that prevents worker bees from developing ovaries. Drones come from unfertilized eggs and thus have only HALF THE DNA of worker bees.
Worker bees can't copulate so all of their eggs are unfertilized. So all of their eggs are drones. They are unable to produce a 'heir' worker bee to replace the queen. That really only happens at the final stages of WILD bee hives as an attempt to preserve their genes
