It’s not, it’s also not exactly mod efficient and at times can have a lower burst damage output than tennokai based on individual heavy attacks.
However, it allows you to chain several heavy attacks efficiently which is it’s main lure, along with not needing to rely on tennokai opportunity for your loadout to work

besides being a grappling hook for the Jackal fight and ONLY the Jackal fight (for some reason)
