In a 16/16 lobby, you need 12 'yes' votes to pass these currently. If literally anyone is afk or votes no, the vote is essentially impossible to pass.
This leaves a lot of toxic scenarios where you have someone forcing themselves upon a lobby they don't belong in or causing massive imbalances.
Whether this is some high rated player (or two) trying to curbstomp a noob lobby, a low OS in a lobby way out of their skill range, or a 1 chev (frequently smurfing), if a majority of the lobby is capable of kickbanning -- why can't the same majority change the ratings?
It's the same thing except more vote spam / more steps. Not to mention applying the setting to the whole lobby is a lot less personal than just kicking a noob.
I've been kicked from noob lobbies just for winng too hard/too fast, and it isn't a massive slight.
This is a similar line of thinking as #1407278591963693057 but massive mismatches are probably the #1 cause of toxicity in the game.
Problem is exacerbated by a lot of people's toxic positivity, as basically any one person can completely block these votes.
