Consuls are assisting the con and you can see the particles clearly showing that they're "building" the fusion but for some reason they aren't really assisting the fusion as you can see none of the cons are spending any metal and the fusion is going up very slowly and they aren't paused either, never seen this happening before.

were there custom options enabled? was this on this very specific circumstance or did it repeat on others?

aight, I guess one would have to run the replay and look at 15:15 on this occasion. This was the only time you noticed it happening right?
It's not obvious to me what it is, and I can't investigate myself unfortunately
