The green lined grid to help make my simcity is gone, only during the initial com placement phase can I see it. In the settings, under interface, the toggle for grid is turned off and won't let me turn it back on.

It looks like you do have a custom version of this widget. Check for the file {install directory}\data\LuaUI\Widgets\gui_building_grid_gl4.lua.
