My game keeps freezing in the middle of a match. After ~15 seconds, it will tell me that the game is paused. After a few more, the "catching up" timer will appear, but my time stays frozen. I try to quit bar when this happens, and the launcher gets stuck and won't let me start the game unless I restart my computer.

Sounds like purely network connectivity issue.
both game and launcher get stuck, which are entirely separate programs, but both use internet
I can't imagine what can cause both game and launcher to get stuck that is not connectivity issue on your side. Launcher and game don't even connect to the same servers.

I can still type in lobby chat and they see the messages in game
also I have other apps up at same time working
It happened twice tonight and once a few days ago - will try to get some screenshots next time
But it hasn't ever happened aside from recently 3-4 times now
Also it could not restore itself without me restarting the game
