Problem
This problem first surfaced when I played a Raptors game. As expected, it's very taxing on CPU. The fact the game utilizes just one thread fully is expected, but for some reason the clock speed gradually falls to between 1.8 Ghz and 2.5 GHz instead of the expected 4.5 GHz. This is NOT an overheating problem, or a power problem. The PC can run all-core @ 4.2 GHz without any problems, and other apps/games have no problem doing 4.5 GHz on single-core. This means the game slows down the simulation speed, which in turn means I start to be behind the server (and it's not an internet issue - the same thing happens when running the replay). When I start a Raptors game, everything is OK until my FPS gradually drops to 15 FPS. After that the simulation slows down and I start to fall behind. The CPU clock speed is more or less the same across any game mode, but it never was an issue until Raptors, but if stressed enough, it would appear in normal games as well.
