Can you increase your screen resolution to at least 1366x768? Lower then that isn't supported by lobby.

That's odd because this is what it looks like to me at that resolution:

Do you have display scaling set to something other than 100%?
Is this set to 100 like in the screenshot?
Then I'm not sure what's going on, the above video and screenshot look like the game is being run at a way lower resolution
And I can't replicate that Login/Register menu appearing offscreen replicated it now
Do you have another screen you could plug into the laptop? Otherwise Upload logs from launcher and I'll see if I can see anything odd.

in launcher click "open install directory", there open the file springsettings.cfg, and change the line Fullscreen = 0 to Fullscreen = 1

It was only clearing gl context 3.0 so I assumed it was older
