Should seaplane gunships target and attack things they cannot damage

each weapon has its own ruleset of what it can/cant target

what's odd, is that they only do it with factories. they ignore the uw eco that -also- has surface tag set

I fixed this a while ago for seaplane labs, which were an odd one as they're sort of both, but didn't realise it was this widespread
