Wouldn’t it be too hard countering though ? You would just blindly mix the minelayer into the comp same as with radars/jammers
Currently, could technically send minelayers to go attack everywhere and you'll eventually clear all the mines out
You would need a t1 lab for the at and any other lab for the rest of the things you wan
The only trick I see is how nerfing juno to not kill mines and shifting this utility onto minelayers leaves a potentially undesirable game state with amphibious attacks
For example, think of the classic memerauder push onto land from a body of water. Presently, mines can work to mitigate the push maybe once before people use junos to remotely kill the mines before the memerauders make their attack. Were junos to lose that ability and the primary means to kill mines be shifted onto the minelayer, now shorelines are extremely easy to defend with mines, because minelayers cannot follow amphibious units, and there is no way to deal with the mines short of sending hover spam to pre detonate them, which with even light porc or a razorback or two may not be tenable
This does play into a suggestion for a future unit I have though. I think the hover lab should offer a t1.5 minelayer, that has access to some better landmines (and possibly naval landmines) and has the mobility of a hovercraft, which would allow amphibious attacks to still be possible, because it could follow them to shore and kill mines
This also means that you would need a bit of a greater investment into the water to make use of this utility, which personally I find a desirable gamestate. Sometimes, because of their lack of a radar signature and only being detectable by sonar, amphibious units can sneak around navies. Such amphibious sneak attacks would still be possible, but mines would serve to mitigate them. To counter the mines in a world where juno doesn't remotely kill mines, the utility of the hovercraft minelayer would be needed. To get the hovercraft minelayer to shore safely, the naval theatre would need to be contested, since hovercraft get btfoed by equal resource navy units
These suggestions together would result in an appropriate juno nerf, avoid an overly stale gamestate (trying to amphibiously assault shorelines), and result in lab interdependence that I find enjoyable and interesting
I mean eh if juno was nerfed against mines you could always demine soviet style with cheap units
