Borderless acts like fullscreen

I cannot get Borderless to function correctly. It behaves as if it was fullscreen. meaning, I see a black screen for 3 seconds before accessing windows. Anyone know why this is?

Make sure it's also set to borderless in menu settings

I set them both to borderless, and now the menu thinks it's fullscreen as well. 😅
