Allow commanders to be reclaimed

Either make it so that it is still not possible to reclaim allied commanders or just make the wreck 100% of the original metal cost to make it fair.

It isn't possible to reclaim alive enemy commanders. My suggestion is either just making it possible to only reclaim alive enemy commanders(and not allied ones) or making the metal value to the wreck value(to prevent extra metal to be gained from backline strats)

I wouldn't mind this at all. Being able to reclaim your commander without the explosive radius would eliminate the silly song and dance of it all.
