IIRC (and that's a big if!) the new lobby is planned to integrate with steam profile pics and display them next to or instead of flags. I don't think support for fictional countries is planned though. Otherwise, ||glory to Arstotzka!||

no support will ever be given to players changing their flags
if they wish to use their profile pic as a flag for bar then that is fine
