change !kick to the same function as !spec, and add a !bkick vote command

I know its a legacy thing, but many of the new players are misusing this command and voting it through before ppl can explain its not the kosher approach to someone who isnt readied

it'd also be cool if the server automatically did !ring on someone when they were getting spec voted, again, newer players aren't aware that is a polite thing to do
