i think game rooms back in the day used to have map vote block until next game, so if someone votes 2 times no to map that map vote used to be blocked

There is a cooldown, I just tested it. If a vote fails the originator of the vote cannot start a new one.

the current spads cooldown is too short, increase it to 1min or something op
maybe not if it doesnt pass once but should be much longer if u call like 3 votes and ppl vote no everytime
