It does seem like your shape (forma) isn't a shape anymore, it's pixels, it's been rasterised. When you got a shape, the layer thumbnail has a special icon that is missing from your screenshot
When you draw a real shape, you can change its attributes by changing fill and stroke at the top of the interface, in the option bar.
If you created it by rasterising a vector shape (shapes and paths are vectors, yours is a raster layer), check in the "path" panel (trazados), there is a good possibility that the underlying path is still there.

Hi, as Sandrine pointed out, the controls for fill and stroke are not available once the layer is rasterized. You can click on the fx button at the bottom of your Layers(Capas) panel and add a color overlay. (A stroke would be placed on both sides of your rasterized stroke)
