I used to use Knoll Light Factory by Red Giant back in the day, and I'm in the mood of doing layouts again but with a similar kind of effect. So I'm kinda wondering if there's an efficient plugin on Photoshop right now, or some other way I can add like star sparks in the sky or light sparkles around the picture.

Hi a combination of custom brushes with scattering and rotation plus some glow layer styles might be a good start.

I use Video Copilot's Optical Flares After Effects plugin to create my own and exported them to my Creative Cloud Library. If I need something different, I open After Effects and import my image and use Optical Flares then render it out. I used to use brushes in Photoshop, but most are terrible resolution. All the ones I create for myself are rendered at 8K. Not that a lens flare needs to be that size, but it helps with the quality. You can create sparkles or any simple or complex lens flare with Optical Flares.
