You theorically can, but logos are generally (and I would say 100% of the time) done with a fully vector program (ie: Illustrator), as Photoshop will lack some functions to make them accurate. Of course you can learn with Photoshop and upgrade to Illustrator later, as the core principles are the same. Also making logos isn't really about the software you use, it's about understanding semiotics, cultural signifiers and some other quite extensive stuff.
Logos were made by hand before the advent of computers and some are still here today!
But when it comes to finally draw one, then a full vector program is best.
I think the vector capabilities of PS CS2 are simlar than in the 2024 version
