Why and uneven number for the resize?
240 by 234
To fit the card size.
240 is a lot smaller, but I would imagine the best way would be to scale it down to 240-240 with nearest neighbour as your resample setting, then crop the extra 6 pixels, if you dont mind losing 6 pixels
Wether you upscale or downscale, things happen to the missing or added pixels, at least in raster based programs (not illustrator) whatever happens depends on the interpolation method you use and to an extend, the change of size. Yours is pretty drastic so it's never going to be perfect. In those cases, it's better, if possible, to work in vector, which will scale up or down without losing any quality.
It would help if you could show what kind of artwork you are trying to downscale, so we can find the best way to make it work.
If you tried in illustrator and your image is still a raster one, it won't improve, it needs to be a vector artwork for the downscaling to work in there.
As Sandrine said, it would help if we could see the art and also how you're planning to print them.
If printing, you also need to consider the PPI / DPI too.
e.g. - if I was printing artwork for a card, I'd create my artwork at 300 pixels per inch.
A typical CCG card is about 2.5 inches x 3.5 inches

This is 4 times larger than your tiny artwork - making it a hell of a lot less pixelated than yours.
Long story short, I think your canvas is too small.
