I am trying to add road marks along the red lines, trying to do this through photoshop or illustrator, any help would be appreciated.

You can do in both, you just need to assign a stroke to your path and change the standard stroke to a dashed stroke
see the top menu in the stroke section, the drop down will let you choose dot stroke, or dash stroke, choose dash and paly with the option (click "more options") and the thickness of the stroke too
That's for Photoshop, but you'll find similar options in Illustrator
