photoshop is more for picture manipulation such as removing objects, or fixing some stuff or a lot of other things, lightroom is basically only focused on color correction

Make a selection using any of the selection Tools. Then, Select > Modify > Contract...

Alternatively, you could use a "Fixed Size" selection and enter the values. Turn on snapping and just center the selection...

The input fields will do arithmetic for you. Thus, 1024 - x and hit Tab and it will calculate the sum.

make a solid color layer with the color you want under the clouds if you dont already have one

I think it's a typical case of form over function. The aesthetic must be secondary if legibility is your concern. Once it's legible, you can try and push it to make it a specific shape, not the opposite

Whatever size and format that is dictated by the provider you're working with. Ask them. They'll be able to give you specs. (Postscript: It will also depend on the style of graphics you're creating (vector, raster) and the type of printing that you intend to do.)

You can't upsample pixel-based imagery and expect the image to stay exactly the same. Interpolation occurs and the larger you scale up, there is a greater chance for degradation/quality loss.

There are some AI upscalers that can help but there are limits to how large you can go before there are issues with visual fidelity.
