It used to be accessible through a register which was the closest one to take out but now it is just a normal register. Where do I serve NPC's to practice now?

Deliveries? Also when was NPC dining removed and why?

yess if you go to the wall near the far right side of take out, theres two buttons. theres one for takeout (the npc lanes there in the kitchen) and below it is the button for npc deliveries wherein you make the food and deliver it to the village part of the map. npc dining was removed last year as far as i know, its because chefs didnt use it anymore.
