there are already 4 npc lines + a lot of delivery npcs, and even if there are queues they tend to be short so i don't believe more should be added

every time I spawn NPCs I don't know why they don't appear and it's been a long time, up to 3 minutes without appearing.

You're either in a small server that has less than 20 players or you're experiencing a bug, you can just report it in the bug reports section of the server many people are experiencing this
