I don't think this is necessary. Chefs are allowed to dine and even if they're dining, there are still other chefs serving them, no? If someone wants to dine, that is their choice. They don't always have to be serving a customer or NPC.

I see where you're coming from, but it's a lot of the times you notice the trend where there's no one working, and there's always them dining with the 1-2 chefs, causing even more of a lack of chefs + also chefs doing their job.
This is so they can still dine, just maybe 2-3 dining passes week, so they're working.
