With the amount of HAs there is always soo many in the shifts, like maybe about 20 HAs than other higher ranks and i think that people would much rather perfer SV+ because it'll give people a chance to actually get recommended.. so maybe add a limit as to how many HAs there can be in a shift..

they're not recommending specific people, just taking notes about everyone who serves them so the recruitment team doesn't have to watch a lot of people during shifts

shifts aren't meant to be just for getting recommending, they are for the community to interact
if you try to decline service to anyone because of their rank, you won't get HA so this would pretty much just support that
