Fortnite chapter 3 and 4 were originally supposed to be one chapter, the reason they are split is because of the decision to move to yearly chapters. Donald's retirement probably meant epic didn't exactly know what to do for the story and also when seasons are being developed the people who make the story are still needed to make sure everything makes sense before it releases. Fracture was a last minute event to do split the chapters. This is further backed up by the seasons all being mixed up.

The jungle was supposed to be in chapter 3 season 3 after collision where the Mech fell down, Slone was supposed to be revealed to be alive then. I also made a theory (https://discord.com/channels/542876608143556623/1109377176475799552) explaining how Amie time traveled to chapter one earlier. This is backed up by the fact that this season was supposed to be right after Ch4S1, Amie wasn't supposed to go through the rift gate, she was supposed to go through Kado's time machine.

Chapter 3 season 4 didn't exactly feel like an end-game season like chapter 2 season 8, that's because there wasn't enough time to introduce the herald. Chapter 2 seasons 7 and 8 were dedicated to the cube queen with season 7 being her entrance and season 8 being where she attempted to destroy the island.
