#City Spanning cult situation. How to organize?

My party is starting to amp up their aggression of a cult in the city of Sharn (500k inhabitants) that is behind the assassination of a noble and the stealing of an Artifact. This cult is a subsect of the local Silver Flame Church, and their friendly neighbourhood Cleric of Light told them to consider every single shrine as enemy. There´s 9 Shrines, 2 are confirmed good, 1 is confirmed bad. another 6 is unknown.

They just went to the confirmed bad and have stolen some scrolls from the ritual chamber, hoping to have what they were looking for, destroying the basement a little in the meantime. One of the cultists saw them all (they´re all fairly recognizable) and survived.

Question at hand: They are looking for Brielle, an outsider paladin sent to the church to investigate. She got infiltrated, found out, and her daughter got kidnapped. She probably has at least a clue or two about where to find the BBEGs of the story or where to find more clues. They found her hair in the barracks of the church and now know she´s at the same neighbourhood as the sanctuary they had just attacked.

  • What info could she have exactly?
  • How does the cult retaliate? Civil war in the streets against the good temples? Cultists fight the party on the streets once they´re out of the guards' way? I could have (since the bishop is evil and probably the bbeg for the first arc of the story) the evil church excommunicate the good church. That would maybe freeze the whole situation and they´d be getting the good ones by surprise, if they don´t know the whole shebangle.
  • Now i mostly have to decide: need to understand how long this whole thing will be. I could have only the church connected to the story, or i could make the church cult only a branch of all of it and make the party fight it all in all sides: Nobles, Church, Guards. Any pros and cons to that?

How public do they want to be

Any overt actions will cause them to be suspect

Even anything like the bishop making clear that a bad cult exists and he's starting an inquisition will put a spotlight on them

EG kill priesthood of one church in an inferno which doesn't seem targeted at the church

They were researching into demons. they got one and they got slaughtered

Thankfully we saved the shrine and relics, and for now we can keep that safe (aka installing their own cultists in it)

The best defense is making sure other people are suspected
