I've tried to upload a playtest for a project several times over the past few hours, the progress bar reaching 20% before freezing, then failing. Not really sure what I'm doing wrong here, and I'm hesitant to upload more information here due to potential spoilers.

Okay, so the ...: Fail is the error code from the steam servers (k_EResultFail if you want to google it). Unfortunately, "Fail" is just a generic one that doesn't provide any information at all.
When you check your own workshop items in the steam client, do you see empty items without content?

Yes, they do appear as just entirely blank items without content

Okay, so it's exactly like the last users that reported this over the years. It should have something to do with your network preventing you from uploading data to the steam servers. Did you change of the following:
- Anti virus
- Router
- Internet service provider
- Firewall on computer / router
- Computer time (can be resynced easily)
And first things you should try if you didnt already is rebooting your computer and your router.
