Having zero textures when opening the game

(Context: this has been going on for months without a fix)
Every time that I open the game [Quest 2, Virtual Desktop], it fully boots as normal, but none of the textures that should be loaded seem to load. I can't really explain it too well so I've provided images of the situation.

Attempts to fix this have not bore fruit, ranging from verifying files, restarting PC, reinstalling game, manually deleting all traces of the game off the PC using REVO Uninstaller, ensured SteamVR is up to date, made sure that Quest 2 headset is up to date.

VD suggests a 1060 minimum for VR

I have in the past gotten the game to work (around June/July), however since about late August is when the issue first hit. A simple restart worked, we played a bit more, IRL things hit and we took a break. Came back in Early Oct and the game started doing this again.

Does it load eventually?

The game loads immediately, textures never load. Have let it sit for hours with no change.

I've gotten this game (in the past) and others running above 100fps smoothly with medium settings.

What's the deal with the GPU?

You got pretty expensive ram and nvme but the GPU got lost in the past

Never upgraded lol, she holds strong though, able to play almost any AAA game fairly decently
