I noticed that I have had to move forward a step or 2 before the backpack can be grabbed. Standing still I put my hand back to grab it and it doesn't have the feel of being there and can't be grabbed. I move forward a step and the feel and ability to grab is there.
Happened pretty consistently while playing for hours yesterday.

I will try it again today and see if I can capture something. I am dealing with lag/performance issues too, so not sure if those are part of the issue.

Erg, must have been a performance lag reaction. It works as expected tonight. I can delete this post after you see this response
