It doesn't say 2 needed, it says that you have 2 out of 1

You probably have 2 samples delivery missions

That's the funny thing - the only samples delivery mission, pre-completion, stated there were 2 needed & spawned 2 between that mission's locations , hence the "needing >1 item" in the title.

I would like to clarify that both - not one - samples needed to be in the deposit zone before the terminal would let me complete this mission.
