The way cigs restored hunger in ITR1 made them very satisfying. It used to be exciting to find cigs.

I don't think it should be hunger. Instead there should be a fear/PTSD system. Over time you start to lose it, you see mimics in the corner of your screen that aren't real and worse things. The only thing that would fix it would be cigarettes and possibly drinks if we get them, and overdosing them would make them less and less effective.

For real, Cigarettes are an appetite suppressant, they should restore Hunger, not GIVE it
