As a note, for the purposes of copyright infringement there needs to be less than a 25% difference in order for it to count for infringing on visual copyright.
The lack of a full red mask and most of the white on the face alongside the sail having minimal patterning already constitutes that.
But it’s more of a social thing at that point. Like do you want people to see if and go “oh you copied most of the JP markings” or do you want people to go “oh you were inspired by the JP markings and added your own flair”?
Usually I recommend opting for flair. Keep your inspirations in mind but make it something uniquely yours. That makes for some of the best inspired skins.

Well although they were mentioned as "horned tyrannosaurs" but the theropods barely have any similarities to tyrannosaurs from real life. Not to mention their horns, since no real horned theropods were recorded as either being as large or larger than a tyrannosaur though ppl such as my self think that there just oversized ceratosaurs due to the crests or just a made up specie of theropod just like the vastatosaurus rex from the 2005 film “king kong” and all of that good stuff ovo

Now we're making progress. I need to polish up the brown, blend the red on the shoulder into the brown, and then start adding more patterning to the body, tail feathers, head feathers, etc.
I made the wing red and added the stripes of on the wings as a reference to one of my favorite birds of prey, the Red Shouldered Hawk. I'll show a list of references when I'm done
But the Bald Eagle definitely hasn't been a reference on this one🤣
I'm basing it more on hawks and falcons. Whenever we can make skin concepts for Achillobator I'll base it off of hawks, vultures, condors, and eagles
