eh, 's not that bad. the compression makes it a bit hard to make out the details, but it looks like it's got a bit of a nice gradient on it keeping it from being too monotone, and i like the red dewlap.

You can use it on Windows, Mac, and Linux, but not iPad since Apple hates FOS software. The only art program I used on iPad is Procreate but that's buy to use

i think adding a coloured edge to the wing might work better? a random detail in the middle of a mostly plain wing looks out of place, but something running along one of the edges - or making a pattern that takes up more of the center, if you want the edges to remain black - might fit in better.
(i'd also recommend adding a lil bit of detail to the crest/face, since much of it is one solid colour right now - maybe a streak of yellow and red stacked to make orange? just a suggestion, you can do something else with it if the suggestion doesn't fit your vision for the design )
