Having fast reload mag is pretty enough, no need to use sleight of hand perk imo.
This is a very nice build for mid range to long range combat.
I personally like the iron sights so I wouldn't go for any optics.
ICR doesn't have much recoil so you can shift the control buff you have given to mobility, it'll make the gun very versatile.
