Finally figured it out. It IS the ads time, BUT there's a workaround. If I'm scoped in and keep doing that, I click switch weapons while scoping, its super slow. However, if i stop holding scope and switch weapons even a fraction afterwards its fast.
Now the only thing holding back the raal is the new animation they gave it which makes scoping in super slow after switching to the raal

But switching from raal has a workaround
