Best you can do is exchange as many shards as possible and that should get you halfway there (there is an exchange limit), the rest you have to earn from new caches

Grau's case is complicated. Its a demon if you can abuse its stability for headshots and chest shots with 100% consistentcy. But the very second you try to use it beyond 50-60 ping it becomes really mid or rather borderline unplayable from sudden bullet delays that drags your TTK 2 times longer.
