You can't do anything to improve it, really. It's based off of your location for the most part. Ping is the time it takes for your device to send a signal, and receive a signal back from the server.

But some people get tolerable ping while playing on European servers being in North America, and vice versa

Here's a good tip for using the Crossbow I see no-one uses. Don't use Full Ammo perk, use Melee Master. If you get a kill in close range with it, you automatically get the bolt back without reloading. I actually once got a quadkill in the Nuketown Yellow house once, it'd be impossible without Melee Master
