The quit system was put in for a situation thats very common, players quiting mid game ans then they get punished because this puts their team at a disadvantage

As for hacker if it was really a hacker the system simply cant account for it as that hacker already passed the anti cheat and hackers are much rarer so removing the quit system cuz of that would be incredibly dumb
