It's not about the difficulty, but the realism, you have to view it from. Can you expect, to always hit the required body part, in any gunfight and in any situation you come across? No. Headglitches, upclose gunfights and tacticals are drastically decreasing the probability of doing so. And in those scenarios, your damage output decreases to base value, since the usage of the multiplier aren't realistically practicable. So to put this into perspective, just because a certain body part multiplier changed, won't increase the likelihood of hitting them. I agree. Chest shots are far more likely to hit in the common gunfight, but an arm or a head multi is just effective on paper and not in reality.
