Basically there's three places data goes:
It's stored in a drive, like a hard drive. It's used in the ram. When programs want to use the data, they fetch it from the drive, and copy it to cache and ram. It's very slow fetching data from a drive, but much faster fetching it from the cache. The cache has much more limited space though. Basically shader preloading fetches it from the drive and makes it quicker to access, at the cost of taking up much of your cache space
