I don't think it's time spent on the game alone that equates to improving. Since you can do something for an extended period of time and still do that incorrectly. I would say that it increases the probability of you becoming better in the game, for sure.

Playing for a long time alone won't be what causes a player to improve. For instance if they ran pubs or practice vs ai, or 1v1's with the usual global chat random that provides little challenge, they won't learn much at all.

This 1000x. It is the same for any skill improvement. What improves play is feedback. Immediate feedback. So for just general gameplay ranked hp is probably the quickest way to improve. If you want to improve at snd you have to play snd because the map is different.

Considering the time it can sometimes take to find a good sensitivity that fits comfortably, I think it's better to work at improving and brushing up on the basic fundamentals simultaneously if possible.

Better to cover multiple things. And in a sense, improving is dependent on where you're at already. Chances are if you possess some knowledge or skill in other games similar to the mobile version of Call of Duty, some things will come quicker as you have that information to fall back on.

The rudimentary stuff is important, but the things you mentioned also have a tendency to change as the player might find there's an advantage to be had in altering buttons and making modifications to their HUD further down the line

And it's always better to seek improvement regardless of what stage or level a person finds themselves in
