That's not auto-leveling
It's only trying to counteract the external force acting upon it
Basically, in that state it expects to not be moving at all. When moved it attempts to correct for the sudden increase in error (in this case "error" refers to the difference between the desired set point and the actual movement of the drone)

well... you're not giving it any command to move, so it will try to not move
that's what you want it to do
