Look at the datasheet. A higher kv draws more amps at the same voltage. The axis c227 motor can draw 40a at 100% throttle. Your stack is rated for 45 amps. So that’s a bit close

@gaunt creek rid modules all are certified by the faa to complete the rid requirement, but they dont all work the same. Some of them require gps input from an outside source, some of them include a gps and allow betaflight to access it, and some of them are completely self contained units with a battery that do have gps but do not allow betaflight to access it. I prefer that last type, i got a real cheap ruko one that velcros on when i want to use it.

The HAM license is needed if you transmit under certain conditions, and the one you need it for is transmitting above a certain threshold
